Paul Cassingham on Taiwan’s Path to TPP

The Trans-Pacific Partnership (TPP) is a multinational trade agreement between 12 Pacific Rim nations that has significant implications for Taiwan’s economic future.

One of AmCham Taipei’s top priorities this year is encouraging the Taiwan Government to coordinate its efforts towards meeting the standards required for TPP accession – an initiative emphasized in the 2016 AmCham White Paper.

Paul Cassingham, Senior Legal Consultant at Eiger as well as AmCham’s former Chairman and current Government Relations Committee Chair, has studied the TPP’s text with the aim of gaining a clearer understanding of exactly what impact the trade deal might have on Taiwan, if it comes into effect.

On August 16, he presented his findings to an audience at the AmCham Lincoln Room, at a Chamber event titled “TPP: Opportunities and Challenges for Taiwan”.

Taiwan & TPP Background

  • TPP Signatories include: Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States, and Vietnam.
  • Taiwan would be the 6th largest and 4th wealthiest economy in the TPP if it joined
  • Main trade benefit of TPP would be the reduction or elimination of most import duties among TPP economies

Why Join? 

  • If Taiwan doesn’t join TPP, it would be unable to compete with TPP exporters that benefit from reduced import duties
  • The negative impact is multiplied for Taiwan’s intermediate goods exports (70% of total)

Some Areas of focus for Taiwan

  • Improving procedures for technical regulations and reduction of technical barriers to trade. For example:
    • TPP members must publish proposed regulations 60 days in advance for public comment
    • TPP members must respond to significant issues raised regarding proposed regulation
  • Foreign investors must be allowed to remit investment cash freely into and out of Taiwan.
  • Cross-strait relations may play a role in whether or not Taiwan can gain entry into the TPP

Pitch the Candidate

A total of 58 golfers, organized into 15 teams, took part in AmCham Taipei’s 2016 Golf Championship, held May 27 at the Kuo Hua Golf & Country Club in Tamsui.

With a full shot-gun start, all players teed-off promptly at 6:30 a.m., following the Texas Scramble format. The day saw clear skies with hot temperatures, but players stayed refreshed with non-alcoholic drinks generously sponsored by Swire Coca-Cola, tequila cocktails by Patron Spirits, and craft beer by Steve’s Brew.

For the first time at the AmCham Taipei Golf Championship – held annually by the Chamber since 2011 – a side activity called “Pitch the Candidate” was introduced at this year’s event. In addition to the regular 18-hole tournament, golfers could take aim at signs bearing the photo of either Donald Trump or Hillary Clinton. Each successful hit was awarded with a sleeve of top-quality golf balls.

Thanks to hole-sponsors Allianz, Corning, and Intel, golfers had the chance to win Nearest to the Pin contests at every Par-3 hole, as well as Longest Drive on two Par-5 holes.

All participants also took home “goody bags” filled with golf balls courtesy of Sanfu Global’s Simon Chang to celebrate his “Hole-in-One” achieved on March 4 this year, as well as other take-aways provided by Asian Tigers, Costco Taiwan, and Synergy Net.

Tournament Results

Team handicaps for this year’s tournament were determined using the Peoria system, with the six special holes drawn randomly by players during the awards lunch. IGST Rockys (Joe Welsh, Ray Koot, Donato Scioscioli, and Henry Wang) won the championship, followed by AmCham 3 (Sam Lo, Susan Huang, Jesse Chen, and Charles Liang) as runner-up, and Air Products San Fu 3 (Paul Yang, Patrick Chen, Ally Kim, and Jeff Chung) in third place. Other golfers also had opportunities to win prizes in the lucky draws that followed, with products sponsored by Audi, Ballantine’s, Costco, Delta Airlines, Grand Hyatt Taipei, He Feng Chinese Cuisine, Howard Plaza Taipei, IGST, Patron Spirits, Shangri-La’s Far Eastern Plaza Hotel Taipei, Silks Place Taroko, The Place Tainan, and The Sherwood Taipei.

AmCham Tours Dihua Street

The AmCham Travel & Tourism Committee hosted a special event on May 13, where Commissioner Yu-yen Chien of the Department of Information & Tourism of Taipei City 台北市政府觀光傳播局 簡余晏局長 delivered a presentation and hosted a Q&A session before guests were taken on a guided walking tour of the historic Dihua street area.

Dihua Street is located in Datong District of Taipei City, with a total length of 800 meters. The street was built in the 1850s as a major trading center for Chinese herbs and medicines, dried goods, fabrics, and teas since it is near the Dadaocheng port. Since 1996, it has become a market place for Chinese New Year grocery shopping. Dihua Street is also a popular tourist attraction with historical architectures in traditional Fujian, Baroque and western styles.

The International Golf Society of Taipei

The International Golf Society of Taipei (IGST) is a social group that arranges golfing and social events for all those interested in golf and making new friends.

Taiwan has many beautiful courses but arrangements can be challenging, especially if you don’t speak Chinese. IGST has 100 members of all nationalities, ages and genders. A transparent handicap system ensures golfers of all skills enjoy playing together. Learn more about the IGST here.
