AmCham’s 2026 White Paper Highlights Collaborative Opportunities for Future Growth and a Deeper U.S.-Taiwan Partnership

TAIPEI, Taiwan – The American Chamber of Commerce in Taiwan (AmCham) today released its 2026 Taiwan White Paper, underscoring the vital and growing economic partnership between the United States and Taiwan. As AmCham’s premier annual policy document, the White Paper serves as a cornerstone for deepening ties between Taipei and Washington, providing a strategic roadmap toward a more stable, transparent, and predictable regulatory environment.
AmCham expressed its sincere appreciation to the Taiwan government, particularly the National Development Council (NDC), ministries, and regulatory agencies, for their continuous willingness to engage constructively with the Chamber’s roughly two dozen committees and industry groups.
This year’s White Paper introduces an enhanced, more granular tracking methodology. Rather than focusing solely on broad committee suggestions, the new system scores individual sub-issues to offer a precise, data-driven overview of regulatory alignment. Out of 237 issues raised in the previous year, 7 were successfully resolved and 49 demonstrated strong, positive progress. While nearly 70% of the monitored sub-issues are currently deemed “under observation” or “stalled,” AmCham views this data point as a valuable benchmark. The figure highlights significant opportunities for closer, more collaborative dialogue between government and industry stakeholders to unlock future growth.
“Our updated methodology gives us a clearer map of where we can combine efforts with the government to build a more resilient investment environment,” noted AmCham Chairperson Anita Chen. “Taiwan remains an indispensable, trusted global supply chain partner, and we look forward to working hand-in-hand to foster joint economic success. With dozens of regulatory issues already showing strong progress or resolution, the foundation is set for even deeper U.S.-Taiwan strategic collaboration.”
To further strengthen this partnership, the 2026 Taiwan White Paper outlines four key priority areas for collaboration with the Taiwan government:
- Enhancing Economic Security, Trade, and Investment: Streamlining regulatory frameworks to elevate Taiwan’s position in global commerce and attract robust investments.
- Boosting Energy and Infrastructure Resilience: Working together to secure stable, sustainable, and forward-looking infrastructure solutions.
- Strategic Technology Collaboration: Partnering on advanced technologies and innovation to solidify trusted, secure supply chains.
- Optimizing Governance and Talent Policies: Fostering public trust, improving regulatory transparency, and implementing forward-looking talent acquisition strategies to support economic expansion.
The White Paper also includes messages to Washington, which emphasize the immense benefits for American companies operating in Taiwan and highlight Taiwan’s indispensable role as a trusted global supply chain partner. AmCham points to the significant investment potential unlocked by the U.S.-Taiwan Agreement on Reciprocal Trade signed earlier this year, while emphasizing the critical need for the U.S. Congress to swiftly pass double-taxation avoidance legislation to fully realize these bilateral benefits.
Reaffirming its commitment to long-term partnership, AmCham looks forward to working hand-in-hand with both governments in the coming year to foster joint economic success and regional resilience.

聚焦合作商機 深化台美夥伴關係 共創未來成長

台灣美國商會今日正式發布2026台灣白皮書,重申台美經貿夥伴關係的重要性與持續深化。作為商會年度最重要的政策文件,台灣白皮書不僅是深化台北與華府關係的重要基礎,並為台灣打造更穩定、透明且可預測的法規環境,提供具體的策略方向。
商會誠摯感謝台灣政府,特別是國家發展委員會、各部會及相關主管機關,持續與商會二十餘個委員會及產業小組進行建設性對話。透過穩定且開放的溝通機制,政府與產業得以共同掌握各產業面臨的挑戰,並尋求可行的政策解方。
今年白皮書採取更深入的追蹤考核機制,從過去以委員會建議為主要觀察單位,進一步細分至個別子議題,以更精準、數據化的方式呈現各項政策建議的進度。針對前一年所提出的237項議題,其中7項已完全解決,49項則被評定為有具體進展。雖然目前近七成 (70%) 受追蹤議題仍被列為「觀察中」或「擱置中」,商會認為此一結果提供了具有價值的參考指標,凸顯政府與產業之間能透過更深入的對話與合作,進一步釋放台灣未來成長動能。
商會理事長陳幼臻表示:「更新後的追蹤機制,讓我們能更清楚掌握哪些領域最需要政府與產業的共同努力,以打造更具韌性的投資環境。台灣仍是全球不可或缺且值得信賴的供應鏈夥伴,我們期待持續與政府攜手合作,促進共同經濟成功。已有數十項法規議題展現明確進展或獲得解決,這也為深化美台策略合作奠定了更穩固的基礎。」
為進一步強化美台夥伴關係,2026台灣白皮書提出四大優先合作領域:
強化經濟安全、貿易與投資: 透過優化法規架構與提升政策可預測性,提升台灣在全球經貿體系中的地位,並吸引優質投資。
提升能源與基礎建設韌性: 攜手推動穩定、永續且具前瞻性的基礎建設解決方案。
深化策略科技合作: 聚焦於先進科技與創新領域合作,進一步鞏固安全、可信賴且具韌性的全球供應鏈。
優化治理與人才政策: 提升法規透明度與公共信任,並推動更具前瞻性的人才延攬與留用政策,為經濟擴張注入新動能。
白皮書中亦提出對華府的建言,強調美國企業在台營運對雙邊經貿關係所帶來的實質效益,並凸顯台灣作為全球可信賴供應鏈夥伴的關鍵角色。商會指出,今年稍早簽署的《台美對等貿易協定》有助於釋放更多投資潛力;同時,美國國會若能儘速通過避免雙重課稅相關法案,將有助於進一步擴大雙邊投資與經濟合作效益。
商會重申對長期夥伴關係的承諾,期待未來一年持續與台美雙方政府攜手合作,共同促進經濟發展與區域韌性。
