Making Taiwan an Asian Asset Management Center; AmCham Taiwan Commends FSC’s Continued Policy Liberalization

Taipei, Taiwan — AmCham Taiwan’s Asset Management, Banking, Capital Markets, Alternative Assets, and Insurance Committees recently met with the Financial Supervisory Commission (FSC) to discuss Taiwan’s development as an Asian asset management center and opportunities to further strengthen its financial markets. The meeting also marked the first official engagement with the FSC following the renaming of the “Private Equity Committee” as the “Alternative Assets Committee.”
AmCham Taiwan expressed its appreciation for the FSC’s sustained efforts to advance Taiwan’s financial sector, noting the clear progress achieved under the FSC’s “Two-Year Impact” objective. Over the past two years, the FSC has actively responded to market needs through regulatory review and reform, including revisions to the Deep Cultivation Program and consideration of relaxing the cap on the number of investors in private funds that are not securities investment trust funds.
The Chamber emphasized that timely regulatory adjustments, combined with continued dialogue with industry, will help unlock new opportunities for Taiwan’s financial markets. Several AmCham member companies have already entered the Kaohsiung Asset Management Zone to participate in pilot programs, while others have established Asian regional centers in Taiwan and expanded their local teams. For these companies, Taiwan’s continued financial regulatory liberalization is also an important signal to global headquarters of the market’s growth potential and its value as a long-term investment destination.
AmCham Taiwan also welcomed the FSC’s work to implement pilot programs in the Kaohsiung Asset Management Zone and its plan to integrate cross-sector regulations through dedicated legislation. These efforts are expected to create new models of collaboration across banking, asset management, insurance, and other financial services. The Chamber further commended the FSC’s cross-ministerial work to establish a tax framework for successive beneficiary trusts, which will support family succession while helping Taiwan retain wealth and attract capital.
With its network of leading international financial institutions and asset managers, AmCham Taiwan brings extensive global market experience and practical industry insights. The Chamber looks forward to participating in future discussions on the provisions and implementation details of the proposed dedicated legislation, and to sharing international best practices with regulators as Taiwan works to build a more competitive asset management environment.
AmCham Taiwan also recommended that the FSC consider establishing a Family Office Task Force to support Taiwan’s wealth-retention goals and encourage investors to allocate long-term capital in Taiwan. In parallel, the Chamber encouraged the FSC to continue strengthening international outreach to actively attract capital and promote Taiwan’s asset management advantages on the global stage.
AmCham Taiwan will continue to support the FSC’s policy vision of “Two-Year Impact, Four-Year Transformation, and Six-Year Achievement.” The Chamber looks forward to maintaining close communication with the FSC and advancing public-private collaboration to further strengthen Taiwan’s financial markets and position Taiwan as a more attractive investment destination.

公私協力打造亞洲資產管理中心 台灣美國商會肯定金管會持續推動政策開放

台灣美國商會資產管理、銀行、資本市場、另類資產及保險等五大委員會近日拜會金融監督管理委員會,就亞洲資產管理中心及台灣金融市場發展等議題進行交流;本次拜會亦是「私募股權基金委員會」更名為「另類資產委員會」後,首次拜會主管機關。
商會感謝金管會長期推動金融產業發展投入的心力,表示「二年有感」目標的具體成效有目共睹。特別是過去兩年積極回應市場需求並調整相關法規,例如深耕計畫的檢視修正,以及研議放寬未具證券投資信託性質之私募基金投資人數上限等。商會強調,透過與時俱進的法規調整及與業界的充分溝通,將為台灣金融市場帶來更多機會。同時,數家商會成員已進駐高雄專區投入試辦業務,並在台設立亞洲區域中心及擴大人員編制,亦盼透過台灣近年來金融法規的持續鬆綁,讓國際集團總部看見台灣金融市場的發展潛力。
商會亦樂見金管會研議高雄專區試辦業務落地實施之項目,並規劃以專法整合跨業別規範,相信將為銀行、資產管理及保險等業者開啟新的跨產業合作模式。商會另肯定金管會跨部會合作推動確立連續受益人信託稅制,不僅有助於家族傳承,更為台灣建構「留財、引資」的重要基礎。台灣美國商會匯集各大國際金融機構與資產管理業者,擁有豐富全球市場實務經驗,盼未來能參與專法條文與執行細節的討論,提供國際經驗供主管機關參考,協助台灣建立具有高度國際競爭力的資產管理環境。此外,商會建議主管機關推動成立「家族辦公室工作小組」以達「留財」效益,引導投資人願意將長期資金配置在台灣;並鼓勵金管會持續強化國際宣傳以積極「引資」,將台灣的資產管理優勢推向國際舞台。
台灣美國商會將持續響應金管會「四年有變、六年有成」目標及相關政策,期待與金管會保持密切溝通交流,透過公私協力促進台灣金融市場發展,並使台灣成為更具吸引力的投資目的地。
