AmCham Statement on the ART and Energy Stability
The American Chamber of Commerce in Taiwan (AmCham Taiwan) continues to closely monitor developments in U.S.–Taiwan bilateral trade negotiations and the impact of the evolving international landscape on the operating environment. In light of the recent signing of the U.S.-Taiwan Agreement on Reciprocal Trade (ART) and the U.S.–Taiwan Investment Cooperation Memorandum of Understanding (MOU), as well as the focus on energy supply stability amid geopolitical uncertainties, AmCham Taiwan issues the following statement:
1. Commending the Positive Impact of the Agreement on Reciprocal Trade (ART) and the Investment Cooperation MOU, and Calling for the Preservation of These Outcomes in Future Negotiations
AmCham Taiwan highly commends the achievements secured through the Agreement on Reciprocal Trade (ART) and the U.S.–Taiwan Investment Cooperation Memorandum of Understanding (MOU) during relevant negotiations.
Under the ART, approximately one-quarter of Taiwan’s exports to the United States—primarily products from traditional industries—have obtained tariff treatment equal to or more favorable than that enjoyed by major competing countries. In the past, Taiwan faced tariff disadvantages because certain key competitors had concluded free trade agreements with the United States. With the preferential tariff treatment enabled by the ART, Taiwanese enterprises are now able to compete on a level playing field.
With respect to the MOU, it covers approximately three-quarters of total bilateral trade value and encompasses products in which Taiwan holds particular competitive strengths or strategic importance, including semiconductors and related products, as well as automotive and aerospace components. These products will be granted the most favorable treatment under potential U.S. Section 232 measures. This significantly reduces uncertainty in U.S.–Taiwan economic and trade relations, encourages multinational enterprises to pursue investments in both markets in parallel, and deepens the strategic partnership on supply chain. Such outcomes further enhance Taiwan’s bargaining position in seeking optimal treatment amid shifts in the global trade and economic environment.
In light of the recent U.S. Supreme Court ruling that reciprocal tariffs were inconsistent with the original statutory authorization, and the subsequent shift by the U.S. administration to Section 122 measures alongside the continued launch of Section 301 investigations, AmCham Taiwan understands that a new round of negotiations between Taiwan and the United States will ensue. Given the critical role of the ART and the Investment Cooperation MOU in strengthening Taiwan’s industrial competitiveness, reinforcing U.S.–Taiwan supply chain partnerships, and promoting bilateral investment, AmCham Taiwan urges the government to proactively seek the continuation of these hard-won achievements in future negotiations and to advance mutually beneficial U.S.–Taiwan economic and trade relations on a sustained and positive trajectory.
2. Commending the Government’s Responses to the International Energy Situation and Calling for Continued Measures to Ensure Energy Supply Stability, Price Stability, and Enhanced Energy Resilience
Taiwan’s energy resilience is closely linked to several structural factors: its heavy reliance on energy imports, a challenge shared with other island countries; while import sources have gradually diversified, they remain relatively concentrated in specific regions and countries; the energy and power generation mix relies primarily on natural gas and coal, yet infrastructure deployment—such as liquefied natural gas (LNG) receiving terminals—must keep pace with rising demand; and the share of domestically self-sufficient renewable energy remains relatively low, limiting its effectiveness in reducing dependence on imported energy.
Taken together, recent geopolitical instability and disruptions to international energy supplies have become a stress test for Taiwan’s energy resilience and has attracted heightened concern within the business community.
AmCham Taiwan highly commends the government’s swift and effective responses to current international energy supply uncertainties, including measures to ensure energy availability, stabilize prices, and maintain financial order. In the face of ongoing geopolitical tensions, continued efforts to ensure stability across essential goods, prices, and financial conditions will help sustain confidence in Taiwan’s investment environment and demonstrate Taiwan’s capacity and resilience in responding to geopolitical challenges.
As Taiwan advances its Ten AI Infrastructure Initiatives, reliable, affordable, and resilient energy has become a strategic foundation for AI-driven growth and Taiwan’s leadership in advanced industries and digital transformation.
In this light AmCham Taiwan recommends that the government adopt the following short-, medium-, and long-term measures to further strengthen Taiwan’s energy resilience:
- Short term: Continue implementing relevant measures to ensure adequate energy supply and avoid volatility in energy and electricity prices, thereby maintaining overall price stability and sustaining public and industrial confidence.
- Medium term: Continue promoting diversification of energy sources and increasing the share of domestically supplied energy and power generation, in order to reduce exposure to international geopolitical risks.
- Long term: Actively advance the development of critical infrastructure related to energy supply and power generation, including fuel receiving terminals, distributed power grids, and power plants. The timely and sufficient completion of such infrastructure will not only enhance energy security and resilience, but is also a necessary condition for meeting the growing electricity demand associated with future artificial intelligence and digital infrastructure development in Taiwan.
Looking ahead, at this pivotal moment for Taiwan amid evolving global trade dynamics and energy transition efforts, continued engagement with global partners and proactive strengthening of industrial and energy resilience are essential for maintaining steady progress in a rapidly changing international environment. AmCham Taiwan firmly believes that, through close collaboration between government and industry, Taiwan can seize emerging opportunities, build a more competitive and sustainable future, and continue to serve as an indispensable partner in the regional and global economy.

台灣美國商會籲請落實《互惠貿易協定》並確保能源供應穩定
台灣美國商會(AmCham Taiwan)持續關注美台雙邊經貿談判進展及國際局勢對營運環境之影響。針對近期美台先後簽署「臺美對等貿易協定」(Agreement on Reciprocal Trade, ART)及「臺美投資合作備忘錄」以及地緣政治變局下之能源供應穩定等議題,本會聲明如下:
1. 肯定「臺美對等貿易協定」及「臺美投資合作備忘錄」對台美雙邊經貿關係之正面效益,呼籲在未來的協商中爭取維持相同成果
本會充分肯定前述協定及備忘錄於相關談判中取得之成果。在ART部分,台灣對美出口產品中約有四分之一、以傳統產業為主之品項,已獲得與主要競爭對手國相同或更為優惠的關稅待遇。過去,台灣因部分主要競爭對手國與美國簽訂自由貿易協定,導致台灣在關稅上處於劣勢,現今則因ART所帶來的優惠關稅待遇,台灣企業已能取得公平競爭地位。
有關台美投資合作備忘錄部分,其涵蓋約台美貿易額四分之三、涉及台灣最具競爭力或具戰略意涵的產品,包括半導體及相關產品、汽車與航空零組件等,相關產品將在美方232條款措施下享有最優惠待遇,有助於大幅降低台美經貿往來的不確定性,並促使國際企業能於台美兩地同步布局、深化雙方供應鏈之戰略合作關係,進一步為台灣在國際經貿環境變動下,創造持續爭取最佳待遇的談判條件。
近期美國最高法院判決對等關稅不符原授權法規,美國行政部門則改以122條款並續啟動301調查。本會理解,台美雙方將因此展開新一輪談判。鑒於ART及投資備忘錄的成果,對於提升台灣產業競爭優勢、強化台美供應鏈夥伴關係及促進雙邊投資等面向具有關鍵作用,本會呼籲政府在未來與美方協商過程中,積極爭取延續這些得來不易的成果,推動互惠雙贏之美台經貿關係持續正向發展。
2. 肯定政府迄今因應國際能源情勢之作為,籲請政府持續確保能源供應及物價穩定,並推動提升能源韌性之相關措施
台灣的能源韌性與以下因素息息相關:能源供給高度仰賴進口,面臨與其他海島型國家相似的挑戰;進口來源雖已逐年分散,惟仍相對集中在特定區域及國家;能源及發電佔比以天然氣及燃煤為主,惟基礎建設(如天然氣接收站)之部署宜趕上需求之成長;可自給自足之再生能源佔比仍相對較低,對降低對進口能源之依賴效果有限。綜上,近期國際地緣政治情勢動盪導致國際能源供應不穩之情事,可謂對台灣能源韌性之壓力測試,並受到業界高度關注。
本商會高度肯定政府針對當前國際能源供應不穩情勢迅速採取因應作為,包括確保能源供應無虞、穩定物價、維持金融秩序等;面對當前國際情勢氛圍,持續確保基礎物資、價格、金融等面向之穩定,將有助維繫各界對台灣投資環境之信心,並充分展現台灣面對地緣政治環境之因應能力與韌性。
隨著台灣推進「AI 十大基礎設施建設」,穩定、價格合理且具韌性的能源,已成為推動 AI 驅動型成長,以及鞏固台灣在先進產業與數位轉型領導地位的戰略基石。
綜上,本商會建議政府採取以下短、中、長期措施,進一步強化台灣能源韌性:
一、短期:持續採行相關措施確保能源供應無虞,並避免能源及電力價格波動,以確保整體物價維持穩定,進而維持民生及產業信心。
二、中期:持續推動能源來源多樣化,並提升國內能源及發電佔比自給率,以降低國際情勢變動之風險。
三、長期:積極推動攸關能源供應及供電之基礎設施,例如燃料接收站、分散電網、電廠之興建;充分且迅速完成相關設施之佈建,不僅提升能源安全韌性,更係台灣滿足未來人工智慧基礎建設發展所需用電之必要條件。
展望未來,台灣在國際經貿與能源轉型的關鍵時刻,應持續深化與全球夥伴的合作、積極強化自身產業與能源韌性,方能於瞬息萬變的全球環境中穩健前行。本商會堅信,憑藉政府與產業協力,台灣必能把握契機,創造更具競爭力與可持續發展的未來,成為區域與全球不可或缺的重要夥伴。
