AmCham Taiwan Statement on the U.S.–Taiwan Agreement on Reciprocal Trade (ART)
Taipei, February 13, 2026 — The American Chamber of Commerce in Taiwan welcomes the February 13 signing of the Agreement on Reciprocal Trade (ART) between Taiwan authorities and the Office of the United States Trade Representative (USTR). This marks a major milestone in U.S.–Taiwan economic relations and a meaningful step toward greater commercial certainty and cooperation.
AmCham Taiwan views the Agreement on Reciprocal Trade (ART) as a significant step forward for bilateral trade and investment. In particular, the agreed 15% reciprocal tariff ceiling establishes a more predictable framework for companies operating across the U.S.–Taiwan corridor — a priority our members have consistently emphasized. Greater predictability in tariff exposure and market access supports long-term planning, supply-chain resilience, and continued cross-border investment.
This agreement closely aligns with the findings of AmCham Taiwan’s 2026 Business Climate Survey, which shows sustained confidence in Taiwan’s economic outlook and operating environment. According to the survey, 92% of respondents plan to maintain or increase their investment in Taiwan. This new trade framework reinforces that strong business sentiment and supports Taiwan’s evolution into a frontier of innovation, resilience, and opportunity. Our members are actively investing in what we describe as a “resilience dividend,” and this agreement strengthens that trajectory. In addition, the outcome reflects the urgency our members have attached to advancing a robust bilateral trade framework. In the 2026 BCS, 79% of our members cited a bilateral trade agreement with the U.S. as critical to their business. The Agreement represents concrete progress in that direction and demonstrates the value of sustained, pragmatic engagement between both sides.
AmCham Taiwan will continue to serve as a constructive bridge for the U.S.–Taiwan business community, supporting effective implementation of the Agreement on Reciprocal Trade and encouraging further progress on remaining priority issues — including conclusion of a double taxation avoidance agreement. We stand ready to work with stakeholders on both sides to ensure that the benefits of this milestone translate into durable, mutually beneficial economic growth.

台灣美國商會樂見《美台對等貿易協議》簽署
台灣美國商會對於2月13日正式簽署之《對等貿易協議》表示高度肯定。此舉為美台經貿關係的重要里程碑,也為雙邊合作注入更高程度的制度確定性與穩定性。
商會認為,《對等貿易協議》為美台雙邊貿易與投資關係帶來關鍵進展。當中,確立15% 對等關稅上限,不僅替美台兩地布局的企業提供更具可預測性的經貿制度環境,亦提升關稅與市場准入的透明度與穩定性。台灣美國商會長期以來皆為會員企業積極倡議市場透明度與穩定性等核心議題,認為本次協議有助於企業進行長期規劃、強化供應鏈韌性,並持續深化跨境投資布局。
本次協議成果亦與商會《2026年商業景氣調查》結果高度契合。調查顯示,92%的受訪企業計劃維持或增加在台投資,反映企業界對台灣整體經濟前景與營運環境抱持高度信心。新的貿易架構進一步鞏固這份正向氛圍,也呼應台灣已轉型為創新與韌性兼具的發展前瞻。在 2026 年商業氣候調查(BCS)中,79% 的會員表示,與美國達成雙邊貿易協定對其業務發展至關重要。商會會員將持續投入資源,積極布局「韌性紅利」,相信本次協議的達成將為此發展動能提供更穩固的基礎。
此外,本次成果亦回應會員企業長期以來對深化雙邊經貿架構的迫切期待。《對等貿易協議》象徵雙方在務實對話與持續合作下所取得的具體進展,展現穩健推動雙邊經貿關係的成果。
