Taiwan Has Moved “From Flashpoint to Frontier:”
AmCham Taiwan’s Business Climate Survey

TAIPEI, Taiwan — The American Chamber of Commerce Taiwan (AmCham Taiwan) today released its 2026 Business Climate Survey, highlighting growing confidence in Taiwan as a technological and investment frontier with strong underlying fundamentals.
While Taiwan is often portrayed internationally as a potential flashpoint, the survey findings point to a more nuanced reality. Rising risk awareness has been accompanied by stronger preparedness, more sophisticated continuity planning, and sustained investment commitment Fby international companies, translating into a growing “resilience dividend.”
Key highlights from the 2026 Business Climate Survey:
- Investment commitment remains robust: A total of 92% of respondents plan to maintain or increase investment in Taiwan in 2026, signaling continued confidence despite geopolitical uncertainty, trade fragmentation, and shifting tariff regimes.
- Economic outlook remains positive: 82% of respondents expressed confidence in Taiwan’s economic outlook over the next 12 months, and 84% expressed confidence over the next three years.
- Company performance and revenue outlook stay resilient: 82% are confident in their company’s revenue growth prospects for 2026, and 83% remain confident over the next three years. Meanwhile, 84% reported stable or increased revenue in 2025, driven largely by advanced manufacturing, semiconductors, and AI demand.
- AI and IoT investment accelerates beyond expectations: The share of companies investing in AI and IoT was 28% in 2025, significantly exceeding earlier projections. Looking ahead, 32% of respondents plan to invest in these technologies in 2026, underscoring Taiwan’s role at the forefront of global innovation.
- Geopolitical risks acknowledged, but disruption is limited: National security and cross-Strait relations ranked as top perceived risks to operations. However, operational disruption remains contained: only 7% of respondents reported significant disruption due to cross-Strait tension in 2025. Rather than disengaging, 46% of companies are strengthening business continuity plans.
- Strong support for deeper U.S.–Taiwan economic engagement: A bilateral trade agreement with the United States was viewed as important by 79% of respondents, while 76% cited the importance of concluding a double taxation avoidance agreement, highlighting the growing influence of trade and tax policy on investment decisions.
Taken together, the data indicate that rising risk awareness is accompanied by stronger preparedness, improved continuity planning, and sustained investment commitment by international companies. While geopolitical uncertainty and trade fragmentation persist, Taiwan’s strong fundamentals and role in global technology supply chains continue to underpin business confidence and long-term investment decisions.
Conducted between November 18 and December 21, 2025, the 2026 Business Climate Survey received responses from 206 of 411 eligible member companies, representing a response rate of 50%. The findings inform AmCham Taiwan’s advocacy agenda and provide policymakers and stakeholders with insight into international business sentiment at a critical juncture for Taiwan’s economy.

台灣美國商會 2026 年商業景氣調查:從地緣衝突熱點 演進為全球科技前沿

台灣美國商會今(27)日發布《2026年商業景氣調查》。調查結果顯示,指出企業對台灣作為科技與投資前沿的信心持續升溫,並具備穩健的基本面支撐。
儘管台灣被國際視為地緣衝突熱點,本次調查顯示 ,多數受訪的國際企業在風險意識提升的同時,已同步強化營運準備與持續運作規劃,並維持對台投資的承諾,以轉為長期且正向的韌性紅利。
《2026商業景氣調查》重點摘要:
- 投資意願持續穩定
高達 92% 的受訪企業表示,計畫於 2026 年維持或增加在台投資,顯示即便面對地緣政治不確定性、全球貿易環境變化與關稅制度調整,企業對台灣市場仍抱持高度信心。 - 經濟展望維持正向
82% 的受訪者對未來 12 個月台灣經濟前景表示有信心,對未來三年的信心比例更進一步提升至 84%。 - 企業營運表現展現韌性
在企業層面,82% 的受訪者對 2026 年營收成長前景具信心,83% 對未來三年維持正面看法。此外,84% 的企業於 2025 年回報營收持平或成長,主要來自先進製造、半導體與 AI 相關供應鏈的持續需求。 - AI 與 IoT 投資明顯升溫
2025 年實際投入 AI 與物聯網(IoT)的企業比例達 28%,明顯高於先前預期。展望 2026 年,32% 的受訪者計畫持續加碼相關投資,顯示企業對台灣科技發展潛力的長期看好。 - 地緣政治風險受關注 實質影響有限
國家安全與兩岸關係仍為企業關注的主要風險。然而,實際營運衝擊仍屬可控,僅 7% 的受訪者於 2025 年回報出現重大營運中斷,另有 35% 表示未受到任何影響。相較於撤出市場,46% 的企業選擇強化營運持續計畫,以因應外在不確定因素。 - 支持深化美台經貿合作
79% 的受訪者認為,美台雙邊貿易協定對其業務發展相當重要;另有 76% 指出,完成避免雙重課稅協定同樣關鍵,反映貿易與稅務政策在投資決策中的影響日益提升。
調查結果顯示,多數國際企業仍維持在台投資計劃,並加強營運準備與持續性措施。儘管地緣政治仍存在不確定性及貿易碎片化,台灣穩健的經濟基本面,以及其在全球科技與供應鏈中的關鍵角色,仍是企業投資決策的重要考量。
《2026 年商業景氣調查》於 2025 年 11 月 18 日至 12 月 21 日 進行,共回收 411 家 符合資格會員企業中的 206 份 問卷,回收率為 50%。調查結果將作為台灣美國商會未來倡議工作的參考依據,並提供政策制定者與各界利害關係人掌握國際企業動向的重要觀察。
