AmCham Taiwan Looks to Deepen Cooperation with FSC to Boost Vitality of Taiwan’s Financial Markets

TAIPEI, Taiwan — The American Chamber of Commerce in Taiwan’s Asset Management, Banking, Capital Markets, Insurance, and Private Equity Committees recently met with the Financial Supervisory Commission (FSC) to exchange views on financial regulatory innovation and market development.
AmCham expressed its appreciation to the FSC for actively advancing regulatory liberalization over the past year and a half, including the approval of actively managed exchange-traded funds (ETFs) and the relaxation of investment ratio limits for offshore funds targeting local investors through foreign asset management firms that have established regional headquarters in Taiwan.
The Chamber also welcomed the launch of the Kaohsiung Asset Management Zone, which since its establishment in July has introduced pilot programs covering up to 38 business items, offering a more comprehensive one-stop financial services platform and a broader range of financial products. Several AmCham member companies have already participated in these pilot programs, demonstrating strong industry support for the government’s innovative regulatory approach.
Beyond supporting the government’s efforts to retain domestic capital and attract foreign investment through the Asian Asset Management Center, AmCham also welcomed the FSC’s continued efforts to strengthen Taiwan’s capital market framework. Notable developments include the official launch of the Asia Innovation Capital Platform in October and the anticipated release of consensus-based policy directions for the Virtual Asset Bespoke Law in early next year.
AmCham looks forward to continued collaboration with the FSC to advance concrete policy outcomes, foster a virtuous cycle between regulatory initiatives and industry engagement, and support the development of Taiwan’s industries and financial markets through more flexible capital deployment and investment mechanisms.
The Chamber recognized the importance of continued reform and innovation in financial supervision, including efforts to develop local financial talent, attract international professionals to Taiwan, and further strengthen the competitiveness of Taiwan’s tax incentives. Further, AmCham stressed the value of policy continuity and predictability in providing greater clarity for foreign companies committed to long-term investment and business development in Taiwan.
AmCham reaffirmed its commitment to deepening cooperation with the FSC and working together toward the shared goals of “Two-Year Impact, Four-Year Transformation, and Six-Year Achievement.” Through sustained public-private collaboration, the Chamber believes Taiwan can further energize its financial markets and strengthen its visibility and competitiveness as a leading asset management hub in Asia.

台灣美國商會持續深化與金管會合作 提升台灣金融市場活力

台灣美國商會資產管理委員會、銀行委員會、資本市場委員會、保險委員會及私募股權委員會近日拜會金融監督管理委員會,就金融監理創新及市場發展等議題進行交流。
美國商會感謝金管會在過去一年半來積極推動多項法規鬆綁,包括開放主動式ETF的發行,以及針對在台設置區域中心之外國資產管理公司放寬境外基金本地投資人投資比率上限。商會亦肯定高雄資產管理專區的推動,該專區自今年7月成立以來已開放試辦多達38項業務,提供更完整的一站式金融服務及多元金融商品。數家商會成員業已積極投入試辦業務,展現對政府金融創新監理政策的支持。
除了支持政府推動「亞洲資產管理中心」進行留財與引資之外,商會亦樂見主管機關持續優化台灣資本市場制度,例如「亞洲創新籌資平台」已於今年10月正式啟動,而《虛擬資產管理專法》亦預計於明年初提出具市場共識的方向性政策。商會期盼未來能與金管會持續合作,推動更多具體進展,形成政策推動與產業響應的良性循環,並藉由彈性運用資金與投資來支持台灣產業及金融市場的發展。
商會期待金管會持續在金融監理上推動改革創新,包括協助培育本地金融人才、吸引國際金融人才來台發展;強化台灣租稅誘因及競爭力。商會亦盼主管機關提供政策延續性與可預測性,協助有意深耕台灣的外商在規劃長期投資與業務布局時有更明確的發展方向。
商會承諾將與金管會持續深化合作,在其「二年有感、四年有變、六年有成」目標下,攜手促進台灣金融市場活力,並提升台灣作為亞洲資產管理樞紐的能見度與競爭力。
