AmCham Taiwan Applauds the Signing of the Taiwan Assurance Implementation Act
TAIPEI, Taiwan — The American Chamber of Commerce in Taiwan welcomes President Donald Trump’s signing of the Taiwan Assurance Implementation Act. The legislation passed without opposition in the Senate in November and previously cleared the House of Representatives in May, reflecting broad bipartisan support for strengthening U.S.–Taiwan engagement. By ensuring regular, institutionalized reviews of U.S. engagement policy and directing the Department of State to identify opportunities to lift outdated self-imposed restrictions, the Act marks an important step in deepening the longstanding partnership between the United States and Taiwan.
For decades, U.S.-Taiwan cooperation has been grounded in shared democratic values and a deep alignment across trade, technology, and security. As regional dynamics continue to evolve, the ability of both sides to engage openly and pragmatically is essential. The Chamber has long supported efforts to modernize U.S. guidelines governing interactions with Taiwan, and today’s action is a welcome affirmation of the value the United States places on high-level, transparent, and consistent engagement.
We especially note that the Act requires periodic assessments of existing guidance and explicitly calls for the identification of opportunities to remove self-imposed limitations, such as limiting the level and visibility of U.S. officials’ engagement with Taiwan. Regular visits by cabinet members are not provocative when they become routine. The last cabinet visit was in January 2021 by Health and Human Services Secretary Alex Azar, although members of Congress and state governors continue to visit frequently.
Eliminating such constraints is critical to enabling a fuller, more effective partnership that reflects the realities of contemporary U.S.-Taiwan relations and supports stability, economic resilience, and shared prosperity in the Indo-Pacific region.

台灣美國商會肯定《台灣保證執行法》上路 推動美台交流邁向制度化
美國總統川普日前簽署了《台灣保證執行法》,台灣美國商會表示,此項立法是強化美台長期合作關係的重要進展。新法要求美國政府定期檢視對台政策與自我限制,可望進一步推動雙方交流的制度化與現代化。
美台合作多年來建立在共同的民主價值,以及在貿易、科技、安全等領域的深度連結上。面對區域局勢持續變化,雙方以更開放、務實的方式互動,對未來合作格局具有關鍵意義。台灣美國商會也長期主張,美方應更新與時俱進的對台交往準則,而此次法案的簽署,更顯示美方對高層、透明且穩定交流的高度重視。
值得關注的是,新法要求美國政府定期調整現行作法,並主動盤點可取消的過時自我限制,其中包括對美國官員與台灣互動層級及公開程度的相關規範。過去數年,台灣美國商會亦不斷倡議美國內閣官員應將訪台納入常態行程;當訪問成為例行安排,外界也不會將其視為挑釁。近年最後一次內閣級訪台,是 2021 年 1 月由美國衛生部長阿查爾(Alex Azar)來訪,其餘多為國會議員與州長代表團。
解除不必要的限制,將有助於打造更完整、更具效率的合作模式,反映當前美台關係的實際需求,並共同促進印太地區的穩定、經濟韌性與共享繁榮。
台灣美國商會期待持續與華府及台北的合作夥伴攜手推動良好互動環境,推動更順暢的交流環境,並減少不必要的障礙。本會也會繼續致力於深化美台雙邊關係,並倡議相關政策,支持台灣作為可信民主夥伴及全球供應鏈關鍵體系的重要成員。
