AmCham Taiwan Statement Supporting U.S. Senate Taiwan Bills and ICAO Inclusion
Taipei, Taiwan — The American Chamber of Commerce in Taiwan (AmCham Taiwan) welcomes the upcoming October 22 hearing by the U.S. Senate Committee on Foreign Relations on important Taiwan-related legislation.
The Chamber also applauds U.S. Secretary of Transportation Sean Duffy’s recent call for Taiwan’s participation in the technical work of the International Civil Aviation Organization (ICAO), a position that reflects the Chamber’s longstanding advocacy for Taiwan’s inclusion in ICAO. Further, AmCham welcomes the U.S. Senate’s passage of the Fiscal Year 2026 National Defense Authorization Act (NDAA), which contains key provisions reaffirming U.S. support for Taiwan’s security and international engagement. These developments reinforce the principles of stability, openness, and cooperation that underpin both U.S.-Taiwan relations and the global business environment.
AmCham Taiwan strongly supports the four bills under Senate review: the PORCUPINE Act, which would expedite U.S. arms sales to Taiwan by granting it “NATO Plus” treatment; the Taiwan International Solidarity Act, which reaffirms that Taiwan’s international status cannot be distorted or changed without the consent of its people; the Deter PRC Aggression Against Taiwan Act, which would establish an interagency framework to prepare coordinated economic and financial measures in response to potential Chinese aggression; and the U.S.-Taiwan Partnership in the Americas Act, which would strengthen Taiwan’s diplomatic and economic engagement with allies in Latin America and the Caribbean.
Together, these measures strengthen Taiwan’s security, expand its diplomatic space, and deepen its global partnerships — priorities vital to maintaining investor confidence and regional stability. AmCham Taiwan urges the U.S. Senate to act swiftly, in coordination with the House of Representatives and the Administration, to ensure their timely and effective implementation.
AmCham has long advocated for Taiwan’s participation in ICAO and welcomes Secretary Duffy’s call for the island’s inclusion in ICAO’s technical work “regardless of politics.” Taiwan’s Civil Aeronautics Administration oversees one of the busiest flight information regions in Asia, managing more than a million flights each year. Its expertise and record of responsible oversight are essential to the safety and integrity of the global aviation system.
The Chamber reaffirms that stability, transparency, and participation are the foundations of economic resilience. AmCham stands ready to engage with policymakers in Taipei and Washington to advance these shared objectives and ensure Taiwan remains a strong and trusted partner in the international community.

台灣美國商會支持美國參議院推動友台法案及台灣參與 ICAO
台灣美國商會對於美國參議院外交關係委員會預計在 10 月 22 日舉行聽證會審議多項友台法案表示高度肯定與關注。商會同時肯定美國運輸部長Sean Duffy近期呼籲台灣協助國際民航組織(ICAO)技術工作之舉,此呼籲也呼應了商會長期以來對台灣納入ICAO的倡議。此外,商會亦樂見美國參議院所通過 的2026 會計年度《國防授權法案》(NDAA)之中所包含的多項重申美國支持台灣安全與國際參與的重要條文。這些進展進一步凸顯了穩定、開放與合作的原則,而這些原則是美台關係與全球商業環境的重要基礎。
台灣美國商會支持目前在參議院審議的四項友台法案,包括《豪豬法案》(PORCUPINE Act),該法案賦予台灣「北約加一(NATO Plus)」的待遇,亦加速美國對台軍售程序。《台灣國際團結法案》(Taiwan International Solidarity Act),重申台灣的國際地位不得在未經台灣人民同意的情況下被扭曲或改變;而《嚇阻中共侵略台灣法案》(Deter PRC Aggression Against Taiwan Act),授權在中國採取侵略行動時,得啟動經濟與金融制裁協調措施。同時,《美國—台灣美洲夥伴法案》(U.S.-Taiwan Partnership in the Americas Act),則強化台灣與拉丁美洲及加勒比海地區盟友的外交與經貿合作。
這些法案的推動有助於強化台灣的安全、擴大國際參與空間,並深化全球夥伴關係,對於維持投資者信心與促進區域穩定至關重要。商會呼籲美國參議院與眾議院及行政部門密切協調,加速推動相關立法的審議與落實。
台灣美國商會長期倡議台灣參與國際民航組織,並對Duffy部長呼籲應讓台灣以「排除政治考量」的方式參與ICAO技術工作表示肯定。台灣民航局所提供的飛航情報區是亞洲最繁忙的空域之一,每年管理超過百萬架次航班,其專業與負責任的監管紀錄對全球航空安全與航空體系的完整性具有關鍵作用。
