AmCham’s 2025 White Paper Urges Bold Action to Build a Shock-Proof Taiwan
TAIPEI, Taiwan – In its 2025 Taiwan White Paper released today, the American Chamber of Commerce in Taiwan (AmCham Taiwan) urged the Taiwan government to deepen collaboration with industry to reinforce resilience, accelerate regulatory modernization, and future-proof the island’s economy.
Amid heightened geopolitical tensions and global economic realignments, the Chamber emphasized that Taiwan has a unique opportunity to cement its role as a high-value partner in global supply chains and a leader in strategic sectors.
AmCham welcomed recent government initiatives, such as the creation of presidential-level committees focused on climate change, public health, and defense preparedness, but noted that effective execution remains uneven across industries.
The Chamber called for greater regulatory transparency, consistent application of the 60-day public notice and comment period, and broader stakeholder engagement during the legislative drafting process. It also highlighted persistent challenges facing investors in energy, healthcare, and digital infrastructure, stressing that access to sufficient, reliable, and clean energy remains a critical prerequisite for expanding investment in Taiwan.
In the healthcare sector, AmCham recognized improved dialogue with regulators but stressed the importance of aligning Taiwan’s regulatory and reimbursement systems with global standards. On talent and workforce issues, the Chamber welcomed incremental progress on digitalized work permits and visa procedures but urged the government to accelerate inter-agency coordination and streamline onboarding processes for foreign professionals.
With 9 of the 97 issues raised in the 2024 White Paper fully resolved and roughly half still under observation, AmCham emphasized the need for more frequent public-private dialogue to remove investment hurdles. The Chamber reiterated its commitment to serving as a trusted partner by sharing international benchmarks and practical recommendations that can help Taiwan strengthen its economic foundations, safeguard public wellbeing, and maintain global competitiveness in an increasingly unpredictable environment.
In its “Messages to Washington,” AmCham Taiwan highlighted the expanding contributions Taiwan makes to U.S. economic and strategic interests. Taiwan remains one of America’s most reliable and high-performing partners and plays an indispensable role in upholding peace and stability in the Indo-Pacific.
The Chamber called on the U.S. government to maintain strong bipartisan support for Taiwan’s defense, ensure timely delivery of approved arms packages, and enable greater integration of Taiwanese companies into U.S. defense supply chains. AmCham also encouraged the resumption of high-level cabinet visits to Taiwan to advance meaningful cooperation in areas such as trade, energy, and healthcare.
With the prospect of a U.S.-Taiwan double taxation agreement closer than ever, the Chamber emphasized the urgency of resolving this long-standing barrier. The absence of such an agreement continues to constrain Taiwanese investment in U.S. manufacturing, especially among companies in the semiconductor supply chain seeking to expand their American operations.
At the launch of its White Paper, the Chamber urged the United States to remove new and proposed tariffs on Taiwanese goods, arguing that these measures unfairly penalize a trusted democratic partner. Maintaining tariffs on semiconductors, advanced machinery, and electronics raises costs for American businesses and consumers while sending a conflicting signal about the strength of U.S.-Taiwan ties. AmCham called on Washington to align tariff policy with the strategic goal of reinforcing industrial competitiveness and trusted economic partnerships.
Finally, AmCham urged Washington to support Taiwan’s participation in international organizations where full statehood is not a requirement, including the World Health Assembly, the International Civil Aviation Organization, and Interpol. Exclusion from these bodies, it noted, undermines global coordination and imposes unnecessary risks on the health and safety of Taiwan’s 23 million people.
AmCham expressed appreciation to the National Development Council for its role in coordinating the government’s responses to the White Paper and acknowledged the ongoing efforts of numerous ministries and regulatory agencies to address complex policy challenges. The Chamber affirmed its commitment to continuing constructive dialogue and looks forward to working with both governments to promote resilience, inclusive growth, and a rules-based international order.

台灣美國商會發布2025台灣白皮書 呼籲打造韌性台灣
台灣美國商會於今日正式發表《2025台灣白皮書》,呼籲台灣政府深化與產業界合作,以強化全社會韌性、加速法規體制現代化,並為台灣未來產業發展預作因應與布局。
在地緣政治風險升高與全球經濟版圖重組下,商會強調,台灣有機會強化其在全球供應鏈中的關鍵角色,並在戰略性產業中發揮領導地位。
商會樂見近期政府推動由總統主導的氣候變遷、公共衛生及國防安全委員會等新措施,但也指出各產業在政策執行上的成效仍不一,亟需加強。
商會呼籲政府提升法規透明度,落實60天公開評論期制度,並在立法過程中擴大利害關係人的參與。同時也指出,能源、醫療與數位基礎建設等領域投資仍面臨挑戰,特別是穩定、可靠且乾淨的能源供應,是吸引外資擴大在台布局的關鍵前提。
在醫療領域,商會認為業者與主管機關的對話已有改善,但也強調台灣的法規審查與健保給付制度,應更趨向國際標準。關於人才與勞動力議題,商會對工作許可與簽證數位化進展表示歡迎,同時也敦促政府加速跨部會協調,簡化外籍專業人才來台的整體流程。
商會指出,2024年白皮書中所列97項議題中,目前已有9項獲得完全解決,約有一半仍在觀察中。商會強調,政府應與產業界建立更頻繁的對話機制,以消除投資障礙。商會也重申其作為值得信賴的合作夥伴的承諾,亦將持續分享國際標竿經驗與務實建議,協助台灣強化經濟基礎、保障民眾福祉,並在日益不可預測的環境中維持全球競爭力。
在「建言華府」中,商會指出台灣對美國經濟與戰略投資的貢獻日益擴大,是美國最值得信賴且表現優異的夥伴之一,在維護印太地區和平穩定上扮演不可或缺的角色。
商會呼籲美國政府持續對台灣國防提供跨黨派支持,確保已核准軍售案的即時交付,並促進台灣企業更深入參與美國國防供應鏈。此外,商會也鼓勵恢復美國內閣級官員訪台,以推動雙邊在貿易、能源、醫療等領域的實質合作。
商會指出,美台避免雙重課稅協定有望突破多年僵局,呼籲儘速解決這項長期障礙。缺乏協定持續影響台灣企業在美國投資,尤其是在半導體供應鏈中希望擴大在美布局的廠商。
白皮書也指出,美國針對台灣商品所施加的新關稅與擬議關稅措施,不但對台灣這個可信賴的民主夥伴不公平,也提高了美國企業與消費者的成本,並傳遞出與強化台美關係相矛盾的訊號。商會呼籲美國調整關稅政策,與其提升產業競爭力與鞏固經濟夥伴關係的戰略目標一致。
最後,商會呼籲美國支持台灣參與國際組織,包括世界衛生大會(WHA)、國際民航組織(ICAO)與國際刑警組織(Interpol)。商會指出,台灣被排除在外不僅妨礙全球合作,也對2,300萬台灣人民的健康與安全帶來不必要的風險。
商會也對國發會在統籌政府部門回應白皮書過程中的協助深表感謝,並肯定部會與主管機關在面對複雜政策議題時所展現的溝通誠意。商會將持續與美台雙邊政府保持建設性對話,攜手推動具韌性、包容性成長,並支持以規則為基礎的國際秩序。
