AmCham Taiwan Encourages Transparent Consultation in Trade Policy
TAIPEI, Taiwan – For more than a decade, the American Chamber of Commerce in Taiwan has championed the adoption of Good Regulatory Practice (GRP) principles in policymaking. Central to these principles is the belief that advance notice and opportunities for stakeholder input lead to stronger and more predictable outcomes for the economy and businesses alike.
Encouragingly, these values were affirmed in the 2024 U.S.-Taiwan Initiative on 21st Century Trade, which underscores the shared commitment to transparency, public consultation, and sound rulemaking.
Dan Silver, chairperson of AmCham Taiwan, noted: “Both the U.S. and Taiwan embrace the idea that robust stakeholder engagement results in better, more sustainable policies. That’s a principle we continue to support across all areas of economic cooperation.”
Recent developments in global tariff policy underscore the importance of such practices. A one-week implementation window, while intended to address long-standing trade imbalances, created notable challenges for businesses and markets attempting to adjust. As the tariffs are implemented today, the Chamber urges policymakers to consider the value of meaningful consultation and measured rollout in future decisions of this magnitude. The episode serves as a reminder that clear timelines and broad consultation can help minimize disruption, preserve market stability, and build trust with partners and stakeholders.
Silver added: “We recognize the complexity of addressing structural trade issues, and we respectfully suggest that policies of such scale and significance can benefit from input and dialogue with the international business community. This approach is not only consistent with U.S. trade commitments, such as those found in the USMCA and WTO best practices, but also reinforces the credibility and effectiveness of U.S. economic leadership.”

台灣美國商會敦促 台美雙邊貿易政策協商應透明
台灣台北 — 台灣美國商會(AmCham Taiwan)在過去的十多年來持續提倡「良好法制作業」(Good Regulatory Practices,GRP)在政策制定過程中的重要性。而實踐GRP原則的關鍵在於預先通知相關利害關係人並提供利害關係人充分表達意見的機會,使經濟及商業活動的發展更具可預測性。
「台美21世紀貿易倡議」(U.S.-Taiwan Initiative on 21st Century Trade)於去(2024)年正式生效,該倡議也展示了美台雙方對透明、公眾諮詢及健全法制作業的共同承諾,本商會對該倡議展現雙方對GRP價值的重視,表達高度肯定。商會理事長 Dan Silver 也表示,「美台雙方均肯定在利害關係人的踴躍參與之下,能使政策更臻完善並更且更具全面性,商會也將持續於美台經濟的合作範疇內推動並支持GRP原則」。
而目前全球關稅政策的發展更加凸顯了GRP原則的重要性。儘管對等關稅意在解決長期的貿易失衡,過去一週的「前置期」卻已對現正嘗試進行調整的企業及市場帶來嚴峻的挑戰。該等關稅於今(9)日正式實施,本商會敦促相關人員未來在進行重大政策規畫與決策時,必須優先進行有意義的協商,並審慎評估該政策實施所帶來的影響。亦提醒各方建立明確時程並進行廣泛性協商,可以減少對市場的干擾、維護市場穩定,並建立政府與貿易夥伴及利害關係人之間的互信。
台灣美國商會理事長強調,「商會瞭解結構性的貿易議題極為複雜,故而建議,如此規模與意義重大的政策改革,更應受益於國際商界的意見回饋。在制定重大政策前諮詢商界意見不僅能符合美國對於全球的貿易承諾,例如USMCA 及 WTO 時建立的良好典範,更是強化美國在全球經濟具領導地位的信譽及實質影響力。」
