AmCham’s 2024 White Paper Urges Leaders to Seize Urgent Opportunities to “Future-Proof” Taiwan
TAIPEI, Taiwan – In its 2024 Taiwan White Paper released today, the American Chamber of Commerce in Taiwan urged the Taiwan government to work with industry to enhance the investment climate, strengthen resilience, and amplify Taiwan’s strategic economic positioning in the face of an uncertain future. The new administration has the chance to lead innovative changes that will future-proof Taiwan, AmCham said.
The Chamber highlighted the business community’s unique role in providing Taiwan with vital connections to the international sphere. AmCham stressed the need for prompt and sustained efforts to implement a transparent electricity price and carbon fee review mechanism, accelerate the development of renewable energy and address talent shortages. The White Paper advocates broadened and standardized adoption of the 60-day public notice and comment period for new regulations, similar transparency in lawmaking, increased healthcare funding, and adoption of global standards across industries.
In its “Messages to Washington,” AmCham highlighted the robust bilateral relationship between Taiwan and the United States, bolstered by shared strategic interests, technological ties, and booming trade and investment.
The Chamber called on Washington to ensure continued bipartisan support for Taiwan’s defense, finalize the U.S.-Taiwan Initiative on 21st Century Trade, and advance efforts to remove double taxation from bilateral investments. AmCham also urged the U.S. government to normalize high-level official visits and promote Taiwan’s inclusion in international organizations, including the World Health Organization, Interpol, and the International Civil Aviation Organization (ICAO).
Ranked among the world’s richest countries in terms of financial assets, Taiwan stands at the threshold of a transformative era, the White Paper said. Taiwan should leverage its technological and political achievements to spur further economic growth, expand its global influence, and improve the quality of life of its people. The challenge of a rapidly aging population exacerbates the urgent need for innovative governance to effectively navigate future complexities.
With 5 of the 95 issues highlighted in the 2023 White Paper resolved and 25 making good progress, AmCham expressed hopes for more frequent interaction with Taiwan government agencies. The Chamber welcomes the opportunity to evaluate and enhance programs and offers to serve as a platform for sharing best practices and providing industry expertise that will help build a resilient future for Taiwan.
During the press conference launching this year’s White Paper, AmCham Taiwan expressed its gratitude to the National Development Council for coordinating the government’s response to the Chamber’s recommendations, and to the various government bodies for their cooperation in addressing complex regulatory challenges. The Chamber looks forward to further collaboration in the coming year.

台灣美國商會 2024 白皮書 敦促政府把握良機 增進台灣的未來布局
台灣美國商會於今日發布 2024 年台灣白皮書,敦促台灣政府增進與產業之合作,持續精進投資環境、增強韌性,並提升台灣的戰略經濟地位以面對未來挑戰。商會表示,新政府有機會開創新局,以增進台灣對未來的布局並掌握先機。
商會強調,保持穩定的電價以及透明的碳費機制,促進潔淨能源之多元發展,以及解決人才短缺之相關政策對於提高企業營運之穩定性至關重要。商會亦表示,業界的經驗反饋可有效橋接國際標準與在地規範,加強公民參與俾利於台灣制訂商業規範。因此針對新增或修訂之法規命令的 60 天公告和評論期,應標準化其實施方式並擴大採納範圍,於制定法律時應提供符合國際標準的透明公開討論機制;針對醫療保健應增加投資;以及在不同產業領域中採納與全球一致的各式標準。
在建言華府的篇章中,美國商會強調了台灣和美國之間穩固的雙邊關係,此強韌的連結立基於雙方共同的戰略利益、科技合作和蓬勃的貿易投資。商會呼籲華府確保台灣的國防持續獲得跨黨派的支持,就「台美 21 世紀貿易倡議」達成共識,並盡速推動美台避免雙重課稅協議。商會也敦促美國政府安排高層官員定期訪台,以及持續推動台灣參與國際組織,包括世界衛生組織、國際刑警組織和國際民用航空組織等。
白皮書指出,在全球局勢快速演變的情勢下,台灣應利用其科技量能推動經濟成長,擴大其國際影響力。同時,在台灣人口快速高齡化的挑戰下,政府更應正視民眾對於高齡政策以及創新治理的需求,與業界協力並進,更能有效應對未來多重挑戰。
美國商會在 2023 年白皮書提出的 95 項議題中,有 5 項得到解決並有 25 項有具體進展,商會期盼與台灣政府之間的互動更加頻繁密切。若有協助評估或改善既有政策之機會,商會樂於成為分享國際最佳實例的平臺,提供產業界專業知識,以幫助台灣建立更具韌性的未來。
