AmCham 2024 Business Climate Survey: Positive Outlook for 2024 and Beyond
TAIPEI, Taiwan – The American Chamber of Commerce Taiwan’s 2024 Business Climate Survey shows that member confidence in both Taiwan’s economy and their own company’s prospects has rebounded after a post-pandemic dip.
2024 Business Climate Survey Report highlights:
- Members are committed to the market, with 92% saying they plan to maintain or increase investment in Taiwan this year.
- Satisfaction with the regulatory environment has remained stagnant – 43% say that Taiwan’s regulations are not updated sufficiently in response to changing societal and economic needs.
- Focus on sustainability is substantial across industries – around 61% of companies reported formally committing to net zero emissions or 100% renewable energy usage. However, 71% of survey takers expressed concern about the availability of green energy.
- Members also value human capital, with 55% reporting plans to invest in staff expansion and development during 2024. Companies urged the government to prioritize talent development and retention to maintain international competitiveness.
- While appreciative of Taiwan’s stable and safe environment, members are concerned about road safety, quality of older buildings, the aging population, and regulations that fall short of meeting economic needs.
The survey, conducted between November 20 and December 15, 2023, revealed that 81% of respondents are confident in Taiwan’s economic outlook over the coming year, while 85% were positive about the economic outlook for the next three years. Nearly 83% were optimistic about their company’s revenue growth prospects in the coming year, and 87% expressed confidence over the next three years.
However, the results also confirm the Chamber’s longstanding position that Taiwan requires a faster pace of regulatory reform and further engagement with the international community if it is to build the resilience needed to continue to prosper. Around a quarter of respondents identified reduced bureaucracy and alignment with international standards as the most important areas for improvement of Taiwan’s business climate. Additionally, 40% said Taiwan’s laws and regulations are interpreted inconsistently.
A majority of AmCham members (72%) consider it important to their business for Taiwan to achieve a bilateral trade agreement with the United States, Taiwan’s second-largest trading partner. Support is widespread for the signing of a second agreement and swift implementation of the U.S.-Taiwan Initiative on 21st-Century Trade, and members view the chapter on Good Regulatory Practices as the most important section for their business. AmCham therefore calls on the Taiwan authorities to make exceptional efforts to reduce bureaucracy and fine-tune regulations. The Chamber also calls on both Taiwan and the United States to make faster, deeper progress on the current 21st Century Trade Initiative as the precursor to a long-needed bilateral free trade agreement.
Although national security and cross-Strait relations were considered important concerns, a majority of survey takers said they had not been significantly disrupted by increased tension across the Taiwan Strait during 2023. Nevertheless, 35% of companies said they are revising business continuity plans to address the geopolitical climate.
In line with Taiwan’s goal of achieving net zero carbon emissions by 2050, 61% of companies have formally committed to achieving net zero emissions, using 100% renewable energy, or a similar international environmental target. However, 71% are concerned about the availability of green energy, and 39% asked for energy sufficiency to be a top priority for the government.
The 2024 Business Climate Survey was distributed to 444 eligible member executives, of whom 223 – or around 50% – completed it. The annual survey informs the Chamber’s advocacy agenda for the coming year and serves as a resource for the Taiwan and U.S. governments and others interested in U.S.-Taiwan economic relations.

美國商會2024年商業景氣調查:產業信心躍昇的2024年
台灣美國商會於今(30)日發布《2024年商業景氣調查》報告,調查顯示,會員對臺灣經濟和公司前景的信心在全球疫情緩和後有所回溫。
《2024年商業景氣調查》強調:
- 92%的會員表示計劃今年維持或增加在台灣的投資。
- 對監管環境的滿意度仍然停滯不前 — 43%的受訪者表示,臺灣的法規沒有充分更新,以應對不斷變化的社會和經濟需求。
- 各行各業非常關注永續議題 — 大約 61% 的公司已正式承諾實現凈零排放或 100% 使用可再生能源。然而,71%的受訪者對綠色能源的可近性表示擔憂。
- 受訪者也相當重視人才及人力資源,55%的受訪者表示在2024年計劃投資於員額擴展和培訓。商會成員敦促政府優先考慮人才發展和留才策略,以保持國際競爭力。
- 會員們在讚賞臺灣環境安全穩定的同時,也對道路安全、人口高齡化和法規環境無法滿足經濟需求表示擔憂。
這項調查於2023年11月20日至12月15日期間進行,調查發現81%的受訪者對臺灣未來一年的經濟前景充滿信心,有85%的受訪者對未來三年的經濟前景持樂觀態度。近83%的受訪者對公司未來一年的收入增長預測持樂觀態度,87%的受訪者表示對未來三年充滿信心。
同時,這份調查也驗證了商會長期的立場,敦促臺灣建立經濟持續繁榮所需的韌性,需要加快經濟改革和參與國際經濟的步伐。約四分之一的受訪者認為,減少官僚主義並與國際標準接軌是改善臺灣營商環境的最重要領域。此外,40%的受訪者表示,臺灣的法律法規詮釋或施行不一致。
大多數商會會員(72%)認為,臺灣與第二大貿易夥伴美國達成雙邊貿易協定對其業務非常重要。簽署第二批協定和迅速實施《台美21世紀貿易倡議》得到了廣泛支持,成員們認為「良好法規實務」一章是對其業務最重要的部分。因此,台灣美國商會呼籲臺灣當局在減少官僚主義和微調監管方面做出更多努力。商會還呼籲臺灣和美國在《台美21世紀貿易倡議》上取得更快、更深入的進展,奠定未來雙邊自由貿易協定之基礎。
儘管國家安全和兩岸關係被認為是重要問題,但大多數受訪者表示,2023年臺灣海峽緊張局勢加劇並沒有給他們帶來重大影響。不過仍有35%的公司表示,他們持續調整營運計劃,以應對地緣政治環境的變化。
為配合臺灣到2050年實現凈零碳排的目標,61%的公司已正式承諾實現國際環境目標。然而,71%的受訪者擔心綠色能源的可近性,39%的受訪者表示能源充足是政府的首要任務。
2024年商業環境調查對象為444名符合條件並擔任高階管理職的商會成員,其中223人(約佔50%)完成了調查。這項年度調查為商會來年的倡議提供洞見,並為臺灣和美國政府以及其他對美台經濟關係感興趣的人提供資訊與觀點。
