Joint Statement on a U.S.-Taiwan Bilateral Trade Agreement
Our two organizations – respectively the leading institutions representing domestic and American business enterprises operating in Taiwan – call on the U.S. and Taiwan governments to begin negotiations for a bilateral trade agreement.
President Tsai Ing-wen’s August 28 announcement that Taiwan will ease restrictions on the import of U.S. beef and pork eliminates what had been a major obstacle to entering into such an agreement.
In fact, the appropriateness of concluding a U.S.-Taiwan BTA has long been evident. The U.S. and Taiwan are among each other’s most important trading partners, and both are committed to the principles of fair, transparent, and mutually beneficial trade relations. In addition, the two sides share an adherence to democratic values, dedication to the rule of law and intellectual property rights, and devotion to upholding peace and stability in the Indo-Pacific region.
Recent developments have further strengthened the rationale for concluding a BTA. In the wake of U.S.-China trade tensions and the COVID-19 pandemic, a widespread reconfiguration of global investment and procurement practices is underway amid increasing concern about the security of supply chains. The result has been rapid growth in the level of integration between the U.S. and Taiwan economies, especially in collaboration between companies in the critical area of semiconductors and other advanced technologies.
In the first half of 2020, Taiwan moved up to ninth place on the list of U.S. trading partners, and the U.S. has long ranked as Taiwan’s second-largest trading partner. Total bilateral trade for the first half of 2020 came to nearly US$43 billion.
Simulation studies carried out by the Taipei-based Chung Hua Institution for Economic Research show substantial economic advantages from a BTA for each side in terms of tariff reductions and service-sector liberalization. Additional gains could be achieved from agreement on digital trade rules.
BTA negotiations would also present an ideal opportunity to resolve any remaining trade issues between the two sides, encouraging further increases in the flow of trade and investment in both directions.
As business organizations, our focus is on the economic benefits to be derived from a BTA, but we also recognize that foreign policy and national security considerations often figure in the U.S. selection of prospective BTA counterparts. In those aspects as well, we believe that such a trade agreement would further the common objectives of both Washington and Taipei for regional peace and stability in the Indo-Pacific. During this period of flux and adjustment to a “new normal,” Taiwan exemplifies the kind of reliable partner that the U.S. needs for both economic and security reasons.
Indeed, the current atmosphere appears especially favorable for additional steps to bolster the bilateral relationship. Passage of the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act early this year was a strong indication of U.S. Congressional support for Taiwan, and Taiwan’s reliable handling of the COVID-19 pandemic and donation of protective gear to the U.S. won it considerable attention and good will in the U.S.
In the interest of the continuing prosperity and welfare of both the U.S. and Taiwan, our organizations fervently urge the two governments to begin work without delay toward establishment of a bilateral trade agreement.

就臺美雙邊貿易協定發表共同聲明
我們兩個工商團體,分別代表臺灣本土企業及在臺美商,呼籲美國和臺灣政府啟動雙邊貿易協定之談判。
蔡英文總統於本(109)年8月28日宣布,臺灣將放寬美國牛肉與豬肉的進口限制,這項宣布消除了該協定洽簽的主要障礙。
事實上,簽署臺美BTA的適切性一直以來都顯而易見。美國和臺灣為彼此最重要的貿易夥伴之一,雙方都堅守公平、透明、互惠互利貿易關係的原則。此外,臺美都恪守民主價值,承諾遵守法治與智慧財產權,並致力維護印太地區的和平與穩定。
近來國際情勢的發展已進一步加強簽訂BTA的合理性。在美中貿易衝突及COVID-19疫情之後,市場對供應鏈安全性的擔憂日益加劇,促使全球投資及採購正進行重組,這造成美臺雙方的經濟整合快速成長,尤其是公司之間在半導體及其他先進技術等關鍵領域的合作
2020年上半年,臺灣晉升為美國第9大貿易夥伴,而美國長期以來一直是臺灣第2大貿易夥伴;臺美雙邊貿易總額在2020年上半年達到近430億美元。
根據中華經濟研究院進行的模擬研究顯示,以關稅減免及服務業自由化而言,BTA可為雙方帶來實質的經濟效益。另外,若就數位貿易規則達成協議,則可帶來更多收益。
BTA談判還將提供一個理想時機,以解決臺美之間任何剩餘的貿易問題,鼓勵進一步增加雙邊貿易與投資。
作為工商團體,我們關注的焦點是BTA可以帶來的經濟利益,但我們也體認到,美國在挑選簽署BTA的潛在對象時,經常會有外交政策及國家安全之考量。就以這些面向來說,我們同樣認為,這樣的貿易協定將進一步促進美臺在印太地區實現區域和平與穩定的共同目標。在這段不斷變化以適應「新常態」的時期,臺灣可作為美國基於經濟與安全理由所需要的可靠合作夥伴之典範。
的確,當前的氣氛似乎特別有利於進一步加強臺美雙邊關係。 今年稍早時通過的《臺灣友邦國際保護及加強倡議法案》(臺北法案)強烈表明美國國會對臺灣的支持,而臺灣對於COVID-19疫情的有效處理及捐贈防護裝備給美國,為其贏得了來自美方的廣泛關注與善意。
為了臺美雙方的繁榮與福祉,我們兩個工商團體強烈敦促兩國政府即刻著手進行關於簽署雙邊貿易協定之工作。
