AmCham survey: Greater optimism for economic outlook despite virus outbreak
TAIPEI, Taiwan – Despite the ongoing coronavirus crisis, most member companies of AmCham Taipei showed increased optimism about Taiwan’s economic outlook, according to the organization’s 2020 Business Climate Survey.
The poll, conducted from Jan. 14 to Feb. 17, also found that the majority of business leaders surveyed believed that the U.S.-China trade dispute has had a mainly positive impact on Taiwan’s economy and has not had a large negative effect on their business.
About 60% of the survey-takers expressed confidence about Taiwan’s economic growth over the coming 12 months, up from 46% a year ago. Even after the coronavirus epidemic erupted during the survey period, a majority of respondents still expressed confidence regarding growth in 2020.
The level of optimism was even higher over a three-year timeframe, with 70.6% giving a positive response, compared with 54% in 2019. Last year, the U.S.-China trade dispute created uncertainty that weighed on business confidence.
Other major findings in the 2020 survey:
- Only 10.75% of respondents said the U.S.-China trade dispute has had a large impact on their business.
- Nearly half of survey-takers said that the trade dispute’s overall impact on Taiwan so far has been mainly positive, due to the return of manufacturing operations from China.
- 35% of the companies expect to increase employment in 2020.
- Fewer respondents – 36% compared to last year’s 59% – expressed dissatisfaction with the level of attention that business receives from top policymakers in Taiwan.
- Progress was seen regarding energy policy, labor policy, and the regulatory framework, but more effort is still needed. Strong support was shown for an FTA with the U.S.
The survey, with a 50.3% response rate, was sent to 391 of AmCham’s voting representatives. Technical guidance for the survey was provided by the Center for Local, State, and Urban Policy at the University of Michigan’s Ford School of Public Policy.

台北市美國商會調查:面對新冠肺炎疫情,會員公司持續對經濟前景展現樂觀態度
面對當前新型冠狀病毒肺炎疫情,台北市美國商會《2020商業景氣調查》結果顯示,多數會員公司持續對台灣經濟前景展現樂觀態度。《2020商業景氣調查》之調查時間自1月14日起至2月17日截止。
《2020商業景氣調查》亦發現,多數商業領袖相信美中貿易爭端對台灣經濟具正面影響,且尚未對會員公司的商業活動造成大幅負面影響。近60%受訪者對台灣未來12個月的經濟成長展現信心,與前一年調查相比,2019年僅有46%。新冠肺炎疫情爆發後,多數受訪者仍表達對2020年經濟成長之信心。
商會會員對台灣未來3年的經濟展望樂觀程度更勝一籌,70.6%受訪者給予正面回應,2019年則僅有54%。2019年美中貿易爭端確實對商業信心產生不確定影響。《2020商業景氣調查》其他主要發現如下:
- 僅10.75%受訪者表示美中貿易爭端已對其商業活動產生重大影響。
- 近半數受訪者表示,美中貿易爭端迄今對台灣之整體影響正面,主因為製造業台商回流。
- 35%會員公司預期2020年將擴大攬才。
- 36%受訪者對台灣高層決策者之商業關注程度表示不滿意,相較2019年的59%大幅下降。
- 政府在能源政策、勞動政策、法規架構等領域均有所進展,惟仍須投注更多努力。受訪者亦對推動台美自由貿易協定展現強烈支持立場。
《2020商業景氣調查》受訪對象為391位台北市美國商會企業代表,問卷回收率為50.3%,美國密西根大學公共政策學院提供技術指導。
